Editor’s Note: The following crime report provided by the Atlanta Police Department was sent electronically by the Home Park Community Improvement Association to Home Park neighborhood residents last week concerning crime in and around the westside neighborhood. These reports are not meant to scare anyone, but to make citizens aware of what happens around the neighborhood everyday and to raise resident's level of alertness. Charges are not evidence of guilt. They are a record of police actions on a given day, and persons charged with a crime are presumed innocent until proven guilty in court. If you or a family member are charged or cited and the case is subsequently adjudicated, we encourage you to notify us. We will verify and report the outcome.

2012-11-27 12:10
1214 FRANCIS ST NW
On 11/27/2012 around 12:00 noon, The Atlanta Police Fugitive units and Zone Five units went to 1214 Francis Street NW on some outstanding warrants out of Fulton County on (***) warrant EW-071562 for Aggravated Battery Useless 16-5-24, EW-071563 Crim Tres Damage 16-7-21, EW-071564 911 Obstruction, EW-07165 Simple Battery. Upon arrival there was music playing at the location and people talking inside the apartment, Inv. Gordon for the fugitive unit knocked on the door and announced "Atlanta Police open the door" but no one came to the door. Inv. Gordon kept knocking, announcing our presence and waited and still no response,due that we heard voices inside the apartment talking. We later heard a thud and subsequently the door opened. The occupant of the apartment Ms. *** stated that (***) had a knife to her throat and told her not to open the door when the police was knocking. The wanted subject (***) forced open the door separating the apartment from another apartment causing damage to the door jam and fled the scene but was caught by the fugitive units. The occupant for the damaged apartment Ms. *** stated that (***) damaged her door and ran through her apartment in an attempt to get away from the police dropping a steak knife in her living room. I Inv. Scott recovered the steak knife from the floor of Ms. *** living room floor. The 3-inch black handle Ikea stainless steel knife was turned into Atlanta Police Property as evidence. I Inv. Scott obtained two warrants for (***) during this incident warrants EW-071982 16-5-21 Aggravated Assault Weapon, EW-071983 CrimTres Damage16-7-21(a). *** was transported to the Fulton County Jail without injuries and was taken off the system by ACIC. I then fax the new warrants over to Fulton County Jail and was told by Ms. William she had received them.

699 11TH ST NW
On November 25th 2012, I Officer C. McGhee III responded 699 11th St on a reported Theft from Auto. Upon my arrival, I spoke with Mr. *** who advised that his 2005 burgundy GMC Yukon, Ga Tag BGZ5206 was broken into. Mr. *** advised that his radio was taken. Mr. *** stated that he parked his vehicle at the location in the parking lot around 10:00pm. Upon his return at 3:00am, Mr. *** noticed that the driver side door handle was damaged. Upon further inspection, he noticed that his radio was missing. Mr. *** advised that the radio was the only thing missing from the vehicle. I checked the area for clues but was not able to locate anything of importance. The lighting in the area was poor and there were not security cameras in the area. Because of the condition of the door handle, I was not able to lift any latent prints from the vehicle. I provided Mr. *** with a copy of the incident report number and advised him how to obtain a copy of the report. At the time of this incident, there was nothing further to report.

450 16TH ST NW
On 11-25-2012, I Officer Williams, received a call on a dispute located at 450 16th street. I was met by Ms. *** who stated her boyfriend Mr. *** choked her after a verbal argument. Mr. *** stated Ms. *** slap and punched him in the face with a closed fist, because she thought he was cheating. Ms. *** stated she do not reside at Mr.*** resident. There were no visible injuries and both parties were calm when they left the scene and agreed to go their separate ways. I advised Sgt. Moore #2594 of the incident.

1025 HOWELL MILL RD NW
On November 25, 2012 I Ofc. R. Dobler was dispatched to 1025 Howell Mill La Fonda Restaurant for a vehicle larceny. Upon arrival I met with Mr. ***. Mr. *** advised that he parked his vehicle at approximately 1900 in the La Fonda Parking lot. Mr. *** stated that he returned to his vehicle at approximately 1945. Mr. *** immediately noticed damage to his 2012 Kia Soul as the driver side passenger window was broken out. Mr. *** advised that his book bag with his computer and books was taken. Mr. *** advised that he did not have any type of tracking on the computer. There was no video of the incident, however I was able to get finger prints from the door. CID 5535 was advised on the incident. Mr. *** was given the incident number. Mr. ***.

1016 HOWELL MILL RD NW
On November 25, 2012, I, Officer T. Cone, was dispatched to a call located at 1016 HOWELL MILL RD (The Lofts Apartment Complex and Parking Garage). Upon arrival I spoke with *** and ***, the two victims. They advised that sometime between the hours of 1930 and 2300 on 11/25/12 their vehicle, GA tag #BQ59N9, was broken into and some of their belongings were taken. A tiny, rear drivers side window was broken which allowed the unknown suspect access to the interior and the ability to unlock the vehicle. It is of note they stated that they did not realize the window broken or items missing until after they had left the area. Once they did notice they returned to the area where they found the glass from the broken window and called the police to the incident location. They each advised that a number of items were taken from the vehicle. Mr. *** advised that a bag of luggage filled with his clothes was taken. Ms. *** advised that a bag of luggage containing her clothing was taken as well. She advised that in this bag was also a checking book, jewelry (which includes two diamond earring studs, a ring, and a gold pendent inlaid with jewels. Stated to be over $1000 total value.), her car and house keys, and a Sony Viao laptop (Serial #US-VPCEA390X-LBOM). I attempted to retrieve latent prints but received negative results. These results were logged into Atlanta Police Property Division as evidence. A security camera was present in the parking garage but it is unknown if it captured footage of the event. The leasing office to The Lofts, which owns the parking garage, was closed at the time. A phone number, ---, was listed on the office and an attempt was made to contact any persons who would have access to the security footage. Upon calling I spoke with a representative who stated that access to the footage would not be available until morning but they would attempt to review the footage at that time. Supervisor Unit #1594 (SGT. BARR) was notified of the incident.

1053 HAMPTON ST NW
On 11-26-2012, I Officer Williams, was on directed patrol at 10th Street and Hampton Street. I observed a black male wearing a green jacket, blue jeans, with a black skull cap looking into vehicles as he ride his bicycle. The suspect was identified as Mr. Eric Cavins. As I detained Mr. Cavins and noticed he had a red tool bag. The red tool bag contains a screw driver, vise grip, and pliers inside. CID Inv. Mitchell ran the suspect criminal background and stated the suspect had several prior arrests for vehicle larceny, burglary, and possession of tool to commit a crime. In this area of Zone 5 several vehicle larceny has been reported. The suspect was arrested for unauthorized interference of vehicle and attempted to interference of parked vehicle. I advised Sgt. Moore #2594 of incident.

425 14TH ST NW
On November 26, 2012 I Ofc. R. Dobler (3501) along with Ofc. Diaz (3520) and Ofc. K. Davis (3504) were dispatched to 425 14th St. WGCL-TV for a prowler. Upon arrival I met with Mr. ***. Mr. *** advised that he saw a white male talking to himself, waving his hands in the air and looking through windows at 425 14th St. Mr. *** advised that he asked the white male to leave. Mr. *** advised that the white male just ignored him. Mr. *** advised that at this time he decided to call 911 for help. Mr. *** was able to point out the white male who was later identified as Mr. Mohamad Elnall. Mr. Elnall was walking on WGCL-TV property next to the back side of the building. Myself and Ofc. K. Davis approached Mr. Elnall at this time. Mr. Elnall then looked in the direction of myself and Ofc. K. Davis. I called out to Mr. Elnall had he immediately turned away from myself and Ofc. K. Davis and began walking at a brisk pace away from us. The closer I got to Mr. Elnall the faster he would move away from me. Mr. Elnall then came to an extremely steep hill, Ofc. Diaz was at the bottom of the hill to stop Mr. Elnall from going any further. Mr. Elnall at this point came to a stop. I asked Mr. Elnall what he was doing at the location. Mr. Elnall advised that he just wanted to go to Florida. I asked Mr. Elnall multiple times at this point what his name was, Mr. Elnall refused to give me his name. I then placed Mr. Elnall in custody at this time for Prowling 16-11-36. Mr. Elnall was then searched incident to arrest by Ofc. K. Davis. Ofc. K. Davis turned his right front pocket inside out and what appeared to be small white rocks fall out of the pocket on to the ground. The white rocks appeared to be Suspected Methamphetamine. I placed a small rock into a Methamphetamine Field Test Kit that was given to me by the City of Atlanta. The Field Test Kit came back positive for Suspected Methamphetamine by turning the color purple. I asked Mr. Elnall if he had used and type of drug recently out of concern for his health he advised that he had not. Mr. Elnall was placed into the back of my patrol car, at this point I asked Mr. Elnall once more for his name at this point he advised that it was Mohamad Elnall. Mr. Elnall was arrested Possession of a Controlled Substance 16-13-30 and Prowling 16-11-36. Mr. Elnall was transported by 3515 to Fulton County Jail. The suspected Methamphetamine was placed into property for analysis and it measured .1 Grams. Witness Mr. *** was filled out a witness statement form which was placed into property as well.

685 11TH ST NW
On 11-27-2012 I, Officer P. Kent, responded to the above listed location on a call of damage to property. When I arrived on scene I spoke with Ms. *** (Victim). The victim stated that she had parked her vehicle in front of the location on the city street at approximately 4:30 pm this evening. When she returned to her vehicle at around 11:00 pm that same night she discovered that there was a dent in the front driver's side quarter panel. It is undetermined what caused the damage at this time. There are no cameras in the area that were able to see the vehicle at the time of the incident. The victim was given a copy of the report number.

614 14TH ST NW
At approximately 2050 hours on 11/28/12 while traveling East bound on 14th St NW I was stopped at a red light at its intersection with Northside Dr NW near 614 14th St NW. While stopped at the red light I observed Ofc Dobler and Ofc West, 3501 2 man car, on a traffic stop (case number 123332618) on West bound 14th St NW just past its intersection with Northside Dr NW. Ofc Dobler had parked his vehicle in the right hand lane of 14th St NW as far to the right as practical to ensure safe passage for traffic traveling West bound on 14th St NW in the Left hand lane through its intersecton with Northside Dr NW. It was at this time that Ofc Dobler had already exited his patrol vehicle and was standing between his patrol vehicle and the vehicle he had pulled over waiting for West bound traffic on 14th St NW to ease before making his approach to the stopped vehicle. Neither Ofc Dobler nor Ofc West were in the left land lane of travel for 14th St NW and both officers were standing in a place of safety. I also observed Ofc. Dobler and Ofc. West both had their backs turned to West bound traffic as they were at that particular moment focusing on the vehicle they had stopped and its occupants. It was at this time I observed a grey in color Dodge Ram pick up traveling West bound on 14th St NW through its intersection with Northside Dr NW. I then observed as the pick up passed Ofc. Dobler and Ofc. West the driver of the pick up honked his horn at the officers as he drive past. The driver did not honk as he approached the patrol vehicle and the officers as a method to warn them of his approach instead choosing to honk at them after the front of his vehicle passed them. The honk was also for an unreasonable amount of time. The driver chose to hold his horn down for an unreasonable amount of time and did not let off of the horn until his entire vehicle had passed the car that Ofc. Dobler had stopped. Ofc Dobler later stated to me this honk caused him to flintch and as well as take his eye off of the vehicle he had stopped. Ofc. Dobler stated to me later he had not yet made an initial approach on the vehicle and the unnecessary honking of the horn cause him take away his attention from the vehicle and driver placing him in an unsafe situation due to not being to able to observe the driver during his approach. This incident also occurred at a very busy intersection with vehicles moving in all direction and at a time of darkness. After observing the unnecessary and improper use of a vehicle horn I turned my vehicle 180 degrees and traveled after the pick up to conduct a traffic. I turned on my blue lights and the driver, identified as Terry Burchell (W/M) (DOB 5/18/76) (GA OLN 051020118), of the pick up(GA tag AGS9784) turned into a parking lot at 1183 Howell Mill Rd NW. I exited my vehicle and approached Burchell and advised him as to the reason for the stop. Burchell then admitted to honking at the officers on the traffic stop. He then stated the reason he had honked was to warn the officers of his approach however he had already passed them when he honked. He also stated he believed the officers made an "unsafe" traffic stop so that is why he honked at them. I then asked Burchell for his license and he provided a valid class C license. Then returned to my patrol vehicle to complete a traffic citation. After completing the citation I returned to Burchell's vehicle and issued him a citation for improper use of Horn O.C.G.A. 40-8-70(a). He was released on a copy of charges without incident.

914 HOWELL MILL RD NW
On November 29, 2012 at 1215 hours, I was flagged down at 914 Howell Mill Rd on a reported damage to property. While on scene, Ms. *** advised that ***, the driver of the vehicle, opened his door and hit her vehicle. She stated that Mr. *** advised that he did in fact hit her vehicle with his driver side door. She then showed me a minor dent in the passenger door of her vehicle. The incident happened on private property. I advised Ms. *** that I would complete an information only report. While on scene, I was unable to make contact with Mr. ***. Ms. *** advised that Mr. *** was inside of the restaurant possibly in a meeting. She was then advised a copy of the case number.

1005 BRADY AVE NW
On 11/29/2012 at approximately 1325hrs I was met by Mr.*** at 190 Marrietta st, who stated that he was at 1005 Brady Ave (Club Compound) on 03/1/2011 at approximately 0100hrs. Mr.*** further stated that sometime during that night and at that location he lost his wallet. Mr.*** further stated that he has been trying to file a police report ever since he lost his wallet, but he was busy dealing with his Identity being stolen.

736 11TH ST NW
On Thursday, November 29 2012 at approximately 1540 hours I Officer A Doan responded to 736 11th street nw in reference to a stolen vehicle. Upon my arrival I was met by the victim Mr. ***. Mr. *** stated that he his vehicle, a maroon in color 1995 Chevrolet Tahoo bearing GA TAG#PAM3716 with large rims and a dent on the passenger's side rear quarter panel, was parked in the gravel lot on Wednesday, November 28 2012. Mr. *** stated that he saw his vehicle in the lot at approximately 2100 hours. Mr. *** stated that when he went back out at approximately 2200 hours his vehicle was missing. Mr. *** stated that he did not report the missing vehicle at that time because he thought it could have been repossessed by his creditor. Mr. *** stated that on today, he went to the lender's location and was advised that his vehicle had not been taken by the lender. I checked on ACIC3 for impound and was advised that the vehicle had not been impounded. I did not locate any witnesses or cameras in the area where the vehicle was parked.

1016 HOWELL MILL RD NW
At 1553 hours on 11/29/12 I was dispatched to 1016 Howell Mill Rd NW on a call of an entering auto. When I arrived I was met by the victim, *** who stated he parked his vehicle at the location on the P1 level in parking space 7 at 1315 hours on 11/29/12 and when he returned at 1523 hours on 11/29/12 he discovered someone had pried the driver’s side front door lock on his vehicle, a 1997 GMC Yukon maroon in color GA tag PFB0005. Upon further inspection he discovered his electronic equipment was missing from inside of his vehicle. I attempted to dust for finger prints on the exterior of the front driver side door and was able to lift one set of finger prints. I was unable to locate any cameras that may have captured the incident. I notified Zone 5 CID Inv Wareham, 5535, of the incident. A copy of the case number was given to the victim. The finger prints were turned into the Zone 5 Property lockers as evidence.

1021 HOWELL MILL RD NW
On November 29, 2012 I Ofc. R. Dobler was patrolling the area of 1021 Howell Mill Rd. I Observed two black males sitting in the back parking lot of 1021 Howell Mill Rd. I Observed one of the black males later identified as Mr. Christopher Rowland looking into a black bag sitting next to him. The other black male was later identified as Mr. Demarco Crowley (08/20/1988). I drove past the location and turned around and went back to 1021 Howell Mill Rd. Where the black males were still sitting, as I pulled my patrol car up to their location I could immediately smell raw Marijuana. I approached the black males and asked them if they had any Marijuana on them both of them said no. While looking in the area for Marijuana, I saw a Nikon Digital Camera inside of the bag as the bag was partially made of a mesh material. I immediately recalled earlier in the day Unit 3504 Ofc. Davis Report # 123341721 getting dispatched to 1016 Howell Mill Rd. which is located across the street from the location of 1021 Howell Mill. Ofc. Davis advised over the air that on that particular incident that there was a digital camera that was taken from a vehicle. I believed at this point that the camera inside of the bag was related to Ofc. Davis's Incident. I immediately placed both males in handcuffs and asked them if they owned that bag. Both of the males stated that the bag and the belongings inside of the bag did not belong to them. I asked Mr. Rowland then why did I see him looking into the bag. Mr. Rowland advised that they both work at the restaurant at 1021 Howell Mill and that they were just curious why it was in the back of there parking lot. I asked Mr. Rowland if I could search the bag in question. Mr. Rowland stated that he didn't mind as the bag did not belong to him and that he had just found it. I then searched the bag and found a Smith & Wesson .40 Cal, various camera accessories and a Nikon Camera that was original seen from the outside of the bag. Mr. Rowland later advised that the Camera did belong to him, but the gun and the bag were just found property and that he placed the camera into the bag and was going to turn in the property to his work. I then notified CID who advised that Mr. Rowland was a Convicted Felon out of Cobb County. I then place Mr. Rowland under arrest for Felon in Possession of Firearm 16-11-131. Before Mr. Rowland was placed into my patrol car I made note of any items in the back seat which there was nothing except 2 zip-ties. I then transported Mr. Rowland to CID precinct to begin the warrant process. I then took Mr. Rowland out of the back of the patrol car where a small baggie of Marijuana was found where Mr. Rowland was sitting in my patrol vehicle. I then added a charge of Possession of Marijuana Less than an Ounce. 16-13-30. Mr. Rowland license was suspended (09/26/2012) and I served him the suspension as well. Mr. Rowland camera was placed in property for safe keeping. The suspected Marijuana and Firearm were placed in property as evidence. CID responded on scene as well and unit 3594. Mr. Rowland was transported to Fulton County Jail by Unit 3517.

1052 CURRAN ST NW
On November 30, 2012 at approximately 0738Hr I was dispatched to 1052 Curran ST NW on a person down call. Upon arrival, Atlanta Fire Engines #11, 23 and Grady EMS # 294 was on scene attending to the down victim Mr. ***. Who was later pronounced deceased by natural causes by the Medical Examiner. Mrs. *** the reporting person and the wife of Mr. *** stated that she noticed Mr. *** around 0700 a.m. he was sitting in the same chair that she left him in the night before she went to bed. Mr. *** was unresponsive, not breathing and his body temperature was cold to the touch. Mrs. *** called 911 for assistance at approximately 20 minutes to my arrival time. Mrs. *** further stated that Mr. *** had several medical conditions which included breathing and lung problems. Mr. *** had approximately 3 years ago a quadruple by pass heart surgery and presently took various medications: Pravastatin 40mg, Metoprolol Tart 25mg, Semprex-D, and everyday vitamins including eye drops, and fish oil medication. Mr. *** had two medical specialists *** the victim Mr. *** and pronounced his death due to natural causes. The Medical Examiner Ms. Sedivy-Schroder assigned a medical case # 12-2039 for this incident. The body was released to the victim's wife Mrs. *** and several family members who arrived on scene to make funeral arrangements. Supervisor Lt. Ablan responded to the incident location.

921 HOWELL MILL RD NW
On Dec. 01, 2012 while on routine patrol, the accused Mr. Lewis, Joseph vehicle ran out of gas at the above location causing a traffic hazard. I stopped to assist Mr. Lewis pushed his vehicle out of the roadway. Once that was completed I asked Mr. Lewis for his drivers license and when I checked it on ACIC Mr. Lewis came back with an active Warrant out of Fulton County. Mr. Lewis was placed under arrest and transported to the County Jail. The vehicle Mr. Lewis was driving was impounded for safe keepings. There were no injuries reported due to this arrest.

262 16TH ST NW
On December 1st, I was dispatched to 262 16th St on a residential burglary call. Upon arrival I was met by the victim Mr. *** who stated that his front door was kicked in and his Glock 9mm handgun stolen from the property. Mr. *** further stated that he lives in Florida but owns the listed property and was last at the residence on November 18th 2012. On today's date he returned to the residence and discovered the front door damaged from being kicked in. Mr. *** stated that objects were thrown around the interior of the residence indicating that someone was searching the house. But the only thing that was stolen was his Glock 9mm handgun. The weapon was inside his nightstand drawer and the burglars took the gun out of the carrying case. The gun carrying case had a serial number of: 764503195020 which I checked on ACIC 3 that came back reporting that the gun was stolen from a Mr. *** out of Miami Dade County Florida several years ago. Mr. *** stated that he purchased the weapon from a gun shop in Norcross, GA close to Peachtree Industrial BLVD in the year of 2004 or 2005. I reported the gun stolen to Central Records and to put it on the stolen weapons system. Central Records also advised me that some manufacturers use the same serial number on their gun but with different model weapons. CID Investigator Roberson #5529 was advised about this incident and a copy of this report fax to Central Records.

1150 HOWELL MILL ST NE
On December 2, 2012 at approximately 0043 hours, I observed a silver in color vehicle driving through the traffic light on Howell Mill and 10th street heading North while it was illuminated red. I activated my emergency equipment and stopped the vehicle at 11th Street and Howell Mill. I approached the vehicle and spoke to the driver. While speaking to the driver, I smelled a strong aroma of raw marijuana emanating from the vehicle. I asked the driver if he had any marijuana in the vehicle. The driver stated that he did not. I asked the driver for consent to search his vehicle and his person and he gave me permission to. I then detained the driver and passenger of the vehicle while Georgia Tech officer Bonus searched it. Officer Bonus found a swisher sweet cigar containing marijuana in the mid console of the vehicle. The driver also had a small clear bag of marijuana in this left shoe, which he admitted too. I then placed the driver under arrest for possession of marijuana. The passenger was released, due to the driver admitting to the drugs in the vehicle. I transported the arrestee to the city jail. The vehicle was picked up by A-tow.

ON 12-2-2012 I WAS DISPATCHED TO 921 HOWELL MILL RD IN REFERENCE TO ITEM STOLEN. ACCORDING TO THE LISTED VICTIM, MS. *** NOTICE HER LISTED PROPERTY MISSING FROM HER BAG WHEN SHE WOKE UP. MS. *** RESIDES AT 921 HOWELL MILL WITH SEVERAL OTHER WOMEN AND STAFF. MS. *** DOES NOT HAVE A PHONE THEREFORE, SHE CAN NOT BE CONTACTED FOR FURTHER INVESTIGATION.

921 HOWELL MILL RD NW
On December 04, 2012 I Officer R. Moss unit # 1504 responded to the Atlanta Union Mission (Women's Shelter) located Howell Mill Road. Upon my arrival I spoke to Ms. ***. Ms. *** stated that a black male who was trespassing on the property had just left. Ms. *** also stated that her vehicle had been vandalized and the suspect was near her vehicle when she caught him on the property attempting to hide behind the wall. After receiving a description of the suspect, I check the surrounding area. While searching the area the suspect was found near the intersection of Northside Drive and Marietta Street. When I approached the suspect of whom fit the description of which Ms. *** provided, he was carrying a large plastic bag of items. After I stopped him Ms. *** clearly identified the suspect as the male who was on the property of 921 Howell Mill Road. At this time the suspect was detained for further investigation. The suspect was later identified as Mr. William H. Street. I returned to the shelter to see the video footage on the property of Mr. Street committing any unlawful act. While watching the video I observed Mr. Street manipulate the magnet to the secured gate and walk on to the property. While on the inside of the gate Mr. Street is scene taking a large bag of items out of the secured gate. Once Mr. Street walked outside of the secure area of the property, he was seen by Ms. *** and other coworkers of hers. When the employees saw Mr. Street he was still on the property and he attempted to run and hide behind the brick wall, which is connected to entry gate. According to Ms. *** Mr. Street stated that he was tired. At this time 911 was called and Mr. Street departed from the property with the large bag, which he obtained from the property. Mr. Street voluntarily admitted that he was on the property. Mr. Street initially stated that he was sleep on the property and found the items on the outside of the gate. Mr. Street also stated that he did not break into the car, but he did take the clothing items from the location. The bag of items which was taken from the property of which Mr. Street was carrying contained clothing items and toys of which Ms. *** accepted from donors earlier that day. According to Ms. ***, Mr. Street has repeatedly enter on the premise of the property without permission. Mr. Street was later charged with Theft by Taking (16-8-2) and Criminal Trespass (16-7-21). The property was returned to the shelter. No injuries were reported. Mr. Street was transported to Fulton County Jail. Mr. Street game device was turned into the property unit for safekeeping. Case number was given. ***. The Atlanta Union Mission contact # 404-367-2466. The Sgt. Barr unit # 1594 was advised of the incident.

On December 05, 2012 I Ofc. R. Dobler was sitting in the parking lot of 1001 Northside Dr. a Marathon Gas Station watching over the area. At approximately 21:52 Hours Mr. *** approached me in the parking lot of 1001 Northside Dr. Mr. *** advised that a male at 1016 Hampton St. was complaining over a possible broken arm to an altercation that occurred. Mr. *** could not advised who the altercation was with or what it was over, Mr. *** advised that he was just passing by when he was asked for help at 1016 Hampton St. I immediately advised radio and went to the location of 1016 Hampton St. which is a property adjacent to 1001 Northside Dr. I asked the black male who was identified as Mr. Tommie Jackson. Mr. Jackson advised that he had a injury to his shoulder due to the altercation. I advised radio on Mr. Jackson's complaint and advised that he was alert, conscious and breathing. I asked Mr. Jackson what was the cause of his injury, Mr. Jackson advised that his injury was caused by a black male by the name of Kirt pushing him. Mr. Jackson stated that he did not want to press and charges against the man named Kirt. While I was waiting for EMS to arrive Mr. Jackson started to become extremely upset toward a friend of his by the name of Mr. Larry Gilliam. Mr. Jackson was yelling at Mr. Gilliam and stood up and began to walk aggressively to Mr. Jackson screaming at him. Mr. I then advised Mr. Jackson that he needed to have a seat and stop yelling at Mr. Jackson. Mr. Jackson the sat back down in his chair and stopped yelling at Mr. Jackson. Mr. Jackson was yelling at Mr. Gilliam as he was yelling that it was Mr. Gilliam fault for the original altercation between the male named Kirt. Mr. Jackson after sitting down for less than a minute than sat up and began to scream at Mr. Gilliam stating "I'll **** you up." toward Mr. Gilliam while charging toward Mr. Gilliam. I immediately placed Mr. Jackson in a handcuff. How ever I was unable to fully restrain Mr. Jackson as he had a cast on his left arm and my handcuff would not fit around the cast on his arm. I then escorted Mr. Jackson toward the street away from Mr. Gilliam in hopes of calming Mr. Jackson down. I asked for assistance from another unit over the radio. At this point Grady 246 arrived on scene. I then advised Grady that Mr. Jackson was being placed under arrest for Disorderly Conduct 106-81.1. Grady 246 then attempted to help me restrain with there restraints so that they could look at Mr. Jackson's injury from his original altercation with the man name Kirt. While we were attempting to restrain Mr. Jackson he stepped on my foot and tried to push me away from him. Myself, Mr. Jackson along with Grady EMT's fell to the ground. Grady attempted to restrain Mr. Jackson further however there restraints were failing. I rolled Mr. Jackson over to his belly so I could better control his physical actions. At this point unit 1557 and 3505 arrived on scene. Unit 1557 then handed myself flex cuffs which would be able to fit around Mr. Jackson Cast. Mr. Jackson was then placed in flex cuffs in the front out of concern for his original injury with the man named Kirt. At this point we had Mr. Jackson restrained and I searched Mr. Jackson incident to his arrest at which point I recovered a 4 inch knife in his right pocket. Mr. Jackson was then placed in the back of my Patrol Car #31010. Mr. Jackson then started to try and kick the back window out of my Patrol Car. I then placed Mr. Jackson outside of my vehicle. and waited for Unit 1515 which was driving the prisoner wagon. Mr. Jackson was then place in the Prisoner Wagon at which point Mr. Jackson began to kick the wagon door. Unit 3596 was advised on the incident, Mr. Jackson was taken to Grady Detention for further evaluation on his injury from his altercation the man Named Kirt. Mr. Jackson was placed under arrest for Disorderly Conduct 106-81.1, Disorderly Conduct Obstruction 106-81.7 and Knives 106-306. Mr. Jackson's belongings were placed in Property along with witness statement by Mr. Larry Gilliam and Mr. ***. The Knife which measured 4 inches long was placed in property as evidence.

ON DECEMBER 5, 2012 I, OFFICER VOORHEIS WAS DISPATCHED TO 685 11TH ST NW IN REFERENCE TO A STOLEN VEHICLE. UPON ARRIVAL, I SPOKE WITH MR. ***. MR. ***, WHO WORKED SECURITY AT THE LOCATION, STATED THAT HE PARKED HIS VEHICLE IN A GRAVEL LOT DOWN THE STREET USED BY PATRONS AND EMPLOYEES OF THE RESTAURANT. IT IS OUT OF EYESIGHT OF THE ESTABLISHMENT. HE ADVISED THAT HE PARKED HIS VEHICLE IN THE LOT AT APPROXIMATELY 2015 HOURS. AROUND 2200 HOURS, WHILE HE WAS ESCORTING A PATRON TO THEIR VEHICLE PARKED IN THE SAME LOT HE NOTICED HIS VEHICLE WAS MISSING. HE THEN IMMEDIATELY CALLED POLICE. IT SHOULD BE NOTED THAT THERE ARE SECURITY CAMERAS IN THE IMMEDIATE AREAS ON SURROUNDING BUILDINGS. MR. *** STATED THAT HE WAS NOT BEHIND ON ANY PAYMENTS AND IN FACT HAD JUST MADE A PAYMENT ON THE VEHICLE THE PRIOR DAY. ACIC 3 ADVISED THAT THE VEHICLE WAS NOT ON THE SYSTEM AS IMPOUNDED. THE VEHICLE WAS PLACED ON THE SYSTEM AS STOLEN. MR. *** STILL HAD THE IGNITION KEY. A LOOKOUT WAS GIVEN OVER RADIO. MR. *** WAS ADVISED OF THE INCIDENT NUMBER AND HOW TO OBTAIN A COPY OF THE POLICE REPORT. THERE IS NOTHING FURTHER TO ADD AT THIS TIME.

On 12/07/2012, at 1555 hours, I, Officer N. Bays, responded to 398 14th St to investigate a larceny. When I arrived on scene, I met with the reporting party, ***, who stated that money had been taken out of the cash register while the business was closed. *** stated the landlord, ***, possibly took the money because he has a key to the business. This is the second time that money has been taken out of the register over night; the last occurrence was about seven months ago. The recording equipment that the restaurant has near the register is meant to be a faux camera, but was connected without permission. *** stated that a certain amount of money is kept in the register over night to be ready for the next business day. Included in that money is five $20 bills. When *** checked the register at the beginning of the day, he noticed that the $20 bills were taken, but none of the other money was disturbed. He stated that he had placed a piece of paper on the front door to be sure that no one enters that door while the business is closed, and that the paper was on the floor when he arrived. *** will have video if any was captured, and can be contacted by calling ---. CID unit 5528 was notified of the incident.

On 12/07/12, at 7:45 P.M., I, Officer N. Bays, responded to 933 Fielder Ave NW to investigate a larceny from vehicle. When I arrived on scene, I met with the victim, ***, who stated that the passenger side rear window of his red 2013 Dodge Avenger was broken, and items were taken. *** stated that he left his vehicle parked at the location at about 5:30 P.M., and noticed the damage at 7:30 P.M. when he returned to his vehicle. *** stated that a pre-paid Trac phone, a Garmin GPS, and a HP Pavilion laptop were taken from the vehicle. The Trac phone is worth $30, the Garmin GPS is worth $250, and the HP Pavilion laptop is worth #1000. Three prints were able to be lifted from the vehicle, and were submitted to City of Atlanta Police Property Control Unit. CID unit 5532 was notified of this incident.

On 12/8/12 I Officer Goulbourne was dispatched to an information call at 1122 State St. Upon arrival I met with the caller Mr. *** in regards to the incident. Ms. *** stated that he had a verbal altercation with his friend Ms. *** on 12/7/12 and asked Ms. *** to leave his residence and she did. Mr. *** stated that Ms. *** called and stated that she left property at the location and was returning for it. Mr. *** stated that he told Ms. *** her property would be by the front door. Mr. *** stated that Ms. *** came to his apartment and started kicking on the back door and caused the door to fall off one of the hinges. Mr. *** stated that throughout the morning he received texts and calls from Ms. *** who threatened to call the police on him for throwing her property out of his home so he decided to call the police about the damaged door. Ms. *** was not on scene when I arrived at the location. There is nothing further to report at this time.

On 12/8/12 I Officer Goulbourne was investigating a motor vehicle accident at the intersection of Holly Downs Ct and Holly St when I observed a brown pit bull dog running down the street. The pit bull jumped on the passengers from one of the vehicle who were standing on the sidewalk. The dog then jumped on the driver door of the patrol car and I had my window down. I had to lean away from the dog to avoid direct contact with my face. The owner Mr. Bryan Hamrick ran towards the dog when I started asking whose it was. Mr. Hamrick stated that he opened the door to his apartment and the dog just ran out and that he has a leash in his apartment. Mr. Hamrick was cited for having an unleashed dog and was issued a copy of charges. No one was injured from the incident.

On December 8, 2012 at approximately 3:21(pm) I, Ofc. Robinson was dispatched to 655 Ethel St Nw (Atlanta Day Shelter for Women and Children) in reference to a criminal trespass. Upon my arrival I was met by Ms. *** (Executive Director) who stated that Ms. Adelheid Ingosi was remained on the property after being told multiple times to leave. Ms. Ingosi was advised by the staff not to come on the property in the past. I observed Ms. Ingosi sitting on the property left of the entrance doors. As I walked towards her, she began yelling that "this is her kingdom". I detained Ms. Ingosi as I investigated further into the incident. Ms. *** stated that the shelter closed their doors at 2:00(pm) as they do every Saturday. It was at this time when Ms. *** asked Ms. Ingosi to leave the property due to them being closed. Ms. Ingosi refused to leave and remained on the property. Around 2:45(pm) Ms. Ingosi was asked to leave the property again, but refused and continued to sit by the entrance. Ms. Ingosi after once again refusing to leave, began to scream and make threats such as: "they will die" to volunteers arriving at the location. Ms. Ingosi was once again told to leave, but refused. Ms. *** then contacted the Atlanta Police Department for assistance. As more volunteers arrived, Ms. Ingosi began yelling at them and stated that: "this is her kingdom and "they were going to be killed." Ms. *** called the Atlanta Police Department again around 3:35(pm) due to her still remaining on the property. Ms Ingosi then began to hit the cars and trailers with her hands that were parked on the property. Ms. Ingosi was arrested for criminal trespass (16-7-21). Ms. Ingosi had (5) bags (all containing clothes magazines and books) that I logged into police property for safekeeping. Ms. Ingosi had food inside the pink bag that I threw into the trash due to police property not allowing food to be stored for safekeeping. Ms. Ingosi bible was placed into the black bag. Ms. Ingosi money that was recovered throughout the (5) bags was stored separately in an envelope. Ms. Ingosi was transported to the Fulton County Jail for the charge listed above.

ON 12-09-2012, I OFFICER COLLEY WAS DISPATCHED TO THE AREA OF STATE AND 11TH STREET ON A PERSON DESTROYING PROPERTY. UPON ARRIVAL I MET WITH THE WITNESS MR. *** WHO STATED HE OBSERVED THE ARRESTEE (MR. RANDOLPH) WALKING DOWN CALHOUN STREET KNOCKING DOWN STREET SIGNS. THE WITNESS STATED HE OBSERVED THE ARRESTEE (MR.RANDOLPH) ENTER INTO THE RESIDENCE OF1085 HEMPHILL ST WITH THE CITY STREET SIGN. I CONVEYED THE WITNESS TO THE LOCATION OF 1085 HEMPHILL WHERE THE ARRESTEE WAS OBSERVED ENTERING INTO WITH THE SIGN. I SPOKE TO A GROUP OF SUSPECTS IN THE REAR OF THE LOCATION PLAYING VOLLEY BALL. I ASKED THE SUSPECTS WHO KNEW ABOUT AN INDIVIDUAL KNOCKING DOWN A STREET SIGN, ALL SUSPECTS STATED THEY HAD NO KNOWLEDGE OF THE SIGN. THE WITNESS STATED THE SUSPECT HAD ON A LIGHT COLORED T-SHIRT AND JEAN PANTS. THE ARRESTEE STATED HE KNOCKED DOWN THE STREET SIGN AND HE HAD IT IN THE HOUSE. THE ARRESTEE RENDERED THE SIGN TO ME ON THE SCENE. AS I CONTINUED TO SPEAK TO THE ARRESTEE I SMELLED A STRONG AROMA OF ALCOHOLIC BEVERAGE COMING FROM THE ARRESTEE PERSON. I PLACED THE SUBJECT INTO CUSTODY FOR DISORDERLY CONDUCT WHILE UNDER THE INFLUENCE. THE ARRESTEE WAS TRANSPORTED TO THE GEORGIA TECH PRECINCT FOR FURTHER PROCESSING. UNIT 1515 TRANSPORTED THE ARRESTEE TO THE CITY JAIL. THE CITY STREET SIGN WAS TURNED INTO THE ATLANTA POLICE PROPERTY UNIT.

On November 09, 2012 I Ofc. R. Dobler was dispatched to 689 11th St. at 6 Feet Under Restaurant for a Larceny from Vehicle. Upon arrival I met with Mr. *** and Mr. ***. Mr*** advised that he parked his vehicle at approximately 1300 hours. Mr. *** advised that he was notified at approximately 1630 that his vehicle was broken in to. Mr. *** advised that there was no signs of damage to Mr. *** car at the point of him arriving to the parking lot. The larceny occurred between the hours of 1300 and 1630. Mr. *** vehicle window was broken out and a book bag with a Toshiba lap top and Xbox 360 was taken. There was no tracking on any of the items that were taken. Mr. *** Vehicle window was broken out and they took a guitar pedal and music recording software from his vehicle. I was able to recover finger prints from both vehicles. There was no tracking on any electronics that were taken, There was no video footage of the incident occurring. Mr. *** and Mr. *** were given the incident numbers

On December 10, 2012 I Ofc. R. Dobler was dispatched to what was determined 701 8th St. for a Larceny from Vehicle. Upon arrival I met with Ms. ***. Ms. *** advised that she parked her vehicle in the parking lot of 701 8th St. at approximately 1350 Hours. Ms. *** advised that she returned to her vehicle at approximately 1440. Ms. *** immediately noticed that the clothing, purses and bedding belonging to her company KSCKreate were taken from her vehicle. Ms. *** vehicle had damage to her locks on both her passenger and driver side doors. I was unable to retrieve any fingerprints from the vehicle due to the rain. There was no video of the incident. CID 5535 was notified. Ms. *** maybe contacted at ---.

On December 10, 2012 I Ofc. R. Dobler (3501A) and Ofc. B. Knapp (3501B). were dispatched to 401 16th St. Upon arrival I met with Mr. ***. Mr. *** advised that there maybe someone inside of his place of residence. My Self and Ofc. B. Knapp stood by each point of exit until back up arrived. Once back up arrived The residence was then cleared and Mr. *** then entered to search for any belonging that were missing or were out of place. Mr. *** advised that there was nothing missing and nothing was out of place except for one small box full of paper work being tipped over that was sitting next to the window. Mr. *** advised that when he came home he walked in to the front walk way and he immediately heard some rustling in the master bedroom. Mr. *** advised that he then quickly turned around and went back outside and locked the door behind him. Mr. *** was unable to advised if the window was shut or not. Mr. *** advised that if the window was left open it would have been only cracked. Mr. *** advised that the window was by far more open that it would have been if it were left open. Mr. *** was not certain if anyone made it in to his apartment or not. There were no items that were taken. I was unable retrieve any finger prints from the window. There was no video footage of the incident occurring. Mr. *** advised that the only damage was done to the screen belonging to the window. Unit 3594 responded on scene. CID 5537 was notified of the incident.

1025 HOWELL MILL RD NW
On December 15th 2012, I Officer C. McGhee III responded to 1025 Howell Mill Rd (La Fonda) on a Theft from Auto. Upon my arrival, I spoke with Mr. *** and Ms. *** who advised that their silver 2012 Chevrolet Impala, Ga Tag PAJ1740 was broken into. There was damage to the driver side door handle and they advised that items were taken. Mr. *** advised that he parked the vehicle in the parking lot around 11:20pm. Upon his return at 11:55pm, he noticed that the driver side door handle was damaged. Upon further investigation, he noticed that items that were inside the trunk were missing. Mr. *** stated that the only thing that was taken was clothing. I checked the area for clues but was unable to locate anything of importance. There were no cameras in the area. I was unable to lift a latent print from the vehicle. I provided Mr. *** with a copy of the case number and advised him how to obtain a copy of the report. At the time of this incident, there was nothing further to report.

On 12/17/12 I Officer Goulbourne was dispatched to a lost property call at 1018 Hemphill Ave. Upon arrival I met with the caller Mr. *** who stated that he last saw his wallet at 11 pm on 12/16/12. Mr. *** stated that he has not seen his wallet and he does not know where it is. Mr. *** has not called his bank to verify if any of his cards have been used.

On December 17, 2012 I Ofc. R. Dobler was dispatched to 221 16th St. for a Strong Arm Robbery. Upon arrival I met with Ms. *** and Ms. ***. Ms. *** stated that she was parked waiting out front of 221 16th St. for approximately 15 min as they had just come back from Stonecrest Mall and they were waiting for friends to come home at 221 16th St. Ms. *** stated that she was driving. Ms. *** stated that she was in the passenger seat Ms. *** and Ms. *** both noticed 2 black males walk past them headed west bound on 16th St. Ms. *** and Ms. *** stated that they found the 2 black males to be suspicious and stayed in the vehicle and talked about it and looked away. Ms. *** and Ms. *** advised that the 2 suspicious black males then went North toward the P2 parking lot located at 1380 Atlantic Dr. Atlantic Station. This was confirmed by video at Atlantic Station which should 2 black figures walking behind 221 16th St. Ms. *** and Ms. *** then stated that the two black males went around the building and "snuck up" behind them. Ms. *** and Ms. *** then stated that the black males then suddenly opened there doors striking Ms. *** in the face with a closed fist. Ms. *** and Ms *** advised that the two black males then stated, "What ya got?" and "Give me what ya got." Ms. *** advised that her phone was then snatched out of her hand. Ms. *** advised that her purse was grabbed out of her hands. Ms. *** advised that the two black males then ran down 16th St and went south bound down Holly st. Ms. *** stated that she followed them in her car and lost track of them at the intersection of Holly St. and 16th St. Ms. *** advised that the 2 Black Males were both 5'06 in height and slim build, both black males were wearing all black clothing with black skull hats. CID Inv. Yacone responded on scene along with unit 3596. ID responded on scene and recovered fingerprints from the vehicle as Ms. *** advised that the black males were not wearing gloves, and that they had touched her door handles. All parties were given the incident number.
